Can someone tell me whether r1q2 can be successfully compiled for Windows with just the free Visual Studio Express edition or do you need the full blown (i.e. non-free) Visual Studio?

Visual C++ Express should be enought. None of its limitations should prohibit you from compiling r1q2.

Yes, it generates 32-bit, native code for projects like r1q2 or the Q2 game DLL. Here's a link to the differences between editions:
