Auto Downloading 32 bit texture counterparts with a map?

I was making some textures for a map of which have a 32 bit PNG extention counterpart and people don't auto download these. Also, if you make a custom MD2, and PCX items, they are not auto downloaded as well. I remember hearing that R1Q2 could be capable of doing this if you created another file with the filelist, but can not find this anywhere. Please help if you know about this. Also, allow_download_others 1 is another cvar only with r1q2. What does this enable?

Read the threads about HTTP downloading. If you make custom md2 files they will be included provided they are actually used in the map, although including models with a map is generally a bad idea.
