Because a server on a dynamic IP isn't much of a server now, is it?

If you have a dynamic IP, you most likely shouldn't be running servers in the first place under your ISP TOS. Coupled with the fact that a dynamic IP usually means cable/DSL/dialup and that AC server requires a solid, stable connection and that cable/DSL servers usually give terrible pings to other players due to local loop overhead and that players will have trouble consistently finding your server if the IP changes all the time, etc, dynamic IP servers just give a lot of problems with no real benefits.
