WEIRD Bot

This is one weird bot. Everything is set up *exactly* as stipulated, yet not matter *what* I do, it will not recognise me as Admin. It ignores me, yet responds to other users, it +v me when I entered the channel its in, yet didn't +v anyone else who came in after me.
 There has GOT to be a better way of doing this. Everything else works on it, except the Admin part. Even two techie friends of mine (I'm no techie) can't get the admin bit to work.
