To disable this setting, open Display Properties and find Settings, Advanced, Performance and Quality, Advanced Settings, Threaded Optimization. Set it to "Off".
I have the fps problem but in my settings I only have Trilinear optimization and anisotropic optimization no threaded. Any suggestions?

If you don't see the setting then it doesn't apply to you.
